What is the current logic Google uses for ranking webpages and what is currently favored?

A question submitted by a member…
I seek to learn the best practices used by the best SEO’s to test and reverse engineer Google’s current ranking logic. Don’t bother me with references to pagerank.html on the Google site. IF you know what I mean please respond. I am a whitehat and do not wish to abuse the knowledge just to understand it.

Outside of Google no one has the secret formula, but it doesn’t stop people guessing.
Most everyone agrees these factors all weigh into website ranking, but nobody knows for certain how much each holds in importance, though these are considered by many to be the correct order:

Keyword Use in Document Text
Primary Subject Matter of Site
